The International Meeting "Examination of the Jurisprudential and Legal Dimensions of the Insult to the Holy Quran from the Perspective of International Law" took place.

The international meeting "Examination of the Jurisprudential and Legal Aspects of the Insult to the Holy Quran from the Perspective of International Law" regarding the issue of the incineration of the Quran by citizens of European countries, with the participation of university professors and legal experts from across the Islamic world, was held both in person and virtually.

According to the CINVU Public Relations Report, Dr. Karim Najafi Barzegar, Secretary General of CINVU, stated at this event that the insult to religions is prohibited in the documents, laws, and international conventions accepted by countries around the world, saying: the dark history of some European countries insisting on supporting the insult to dear Islam and the Holy Quran, which is done under the code name of freedom of expression, a practical, effective, and coordinated action from Islamic countries against the insult to the Holy Quran, as the book of Muslims worldwide has made it more necessary than ever, therefore, our duty compels us to fulfill the duty of explaining jihad on the international stage.

Referring to the statements of the Supreme Leader of the Islamic Revolution condemning the insult to the sacred zone of the Holy Quran, he emphasized: the West and all the Zionist agents behind this heinous act have been slapped by Muslims many times, but the establishment of deterrent sanctions, including the sanction of scientific and academic communication with them, is one of the missions of the international and national organizations of Islamic countries.

Dr. Ali Karimi Morid, Deputy for Strategic Executive Affairs and Head of the Permanent Secretariat of CINVU at this event stated that the relevant laws of many countries have criminalized insulting beliefs, but due to the anti-Islamic view, the legal institutions of these governments remain silent against the insult to the religion of Islam, saying: the world is heading towards transformation and a new worldview, when a scientific group like Hampshire College of America publishes research results on the scientific miracle of the Holy Quran and they say that 1400 years ago, Prophet Muhammad (pbuh) spoke in verse 125 of Surah An'am about the difficulty of ascending into the atmosphere due to the lack of oxygen outside the Earth's atmosphere, and in verse 88 of Surah Namal, he spoke of the movement of the earth's transition that the Westerners have realized over the past centuries, alarm bells are ringing for arrogance because they do not want people to benefit from this knowledge.

He stated that ignorance is one of the factors of insult to the sacred things of Islam and added: the world is thirsty for knowledge, but the current of arrogance tries to spread ignorance, thus combining enmity and ignorance, it gives permission to an ignorant person to burn the Quran so that no one is informed.

Dr. Karimi Morid stated that the Quran is not only a divine book but also a scientific and informative book, reiterating: the Organization of Islamic Cooperation and its committees are tasked with the mission of raising awareness of the profound meaning of the Quran.

The Deputy of CINVU counted the awareness and consciousness of human rights that Islam has recommended and mentioning the particular role of international organizations in raising awareness, added: the necessity of positive measures in this area is evident, and the implementation of the mission of the Holy Quran in Islamic countries and countries with Muslim populations by the Organization of Islamic Cooperation is one of the things that should be done in this direction.

Karimi Morid also announced the willingness of CINVU to cooperate with other Islamic organizations, stating that the current era is the era of artificial intelligence and media, continued: in the era of cultural and informational dominance of the media, it is necessary to convince international and non-governmental organizations of the Islamic world to structure themselves to introduce the Holy Quran and the Islamic religion, because with collective activity within a structure, it is possible to implement the missions and cultural foundations of Islam by defining the scientific foundations of justice and peace.

Dr. Nasrollah Ebrahimi, Professor of Law at the University of Tehran and legal consultant of CINVU at this meeting, stating that defamation is one of the issues that has always been discussed in international law and convention, but Westerners do not allow these laws to be applied to Islam due to their anti-Islamic viewpoint, said: by utilizing the capabilities of international law and international jurists, it is necessary to actively fight against the insult to Islamic sanctities.

He continued by saying that Westerners have hidden behind freedom of expression, but freedom is not absolute and human rights must be taken into account, adding: insulting the Holy Quran is insulting the Lord and the sacred things of billions of Muslims and provoking hatred.

This international lawyer continues: there are enough rules in this matter, but on certain points, we may need to draft regulations.

Dr. Ebrahimi added: recently, a resolution was drafted at the initiative of Pakistan, to which Western countries opposed, but it was ultimately approved by the votes of many countries, therefore it is necessary for lawyers from Islamic countries and destination countries to act to deal with insulting actions based on the internal laws of the countries and international laws.

By stating that international law clearly emphasizes the need to respect religions and communities and to avoid hateful acts, it was recalled: the resolutions of the General Assembly and the main documents of the United Nations have pointed out the responsibility of this organization because insults to religions and sacred things hurt the feelings and emotions of the public.

Dr. Ali Khamis Al-Alawi, the Head of the Intellectual Property Association of Oman, stated in a speech during this meeting: the burning of the Quran is supported by global Zionism and these ugly and inappropriate actions have their own objectives and the authors want to see the reaction and behavior of Islamic countries and Muslim nations against this.

Affirming that one should respond to these enemies only with the logic of power, he added: The Quran is the book of more than two billion Muslims, and there should be a strong and powerful response from Muslims to this anti-religious act.

Al-Alawi emphasized: the unity of the Islamic Ummah is also important in this regard, and I hope that the Islamic Ummah can defend its sacred book with the right measures.

Dr. Seyed Ali Al-Fayaz, Professor at Imam Kazem (AS) University in Baghdad, thanked the Islamic Republic of Iran for organizing this meeting and stated: the Holy Quran was revealed not only to guide humanity; rather, it is the best heavenly book that was revealed to its best servant, the Prophet (PBUH), and preserved from distortion and change.

He added: this book has a greatness and a special place among sacred books and is sacred to Muslims. Respect for religions is emphasized in the Holy Quran.

Dr. Haitham Al-Tas, Director of the Faculty of Law at the University of Damascus, Syria, also stated that burning the Quran is an act of provocation against Muslims and fuels racism and hatred in this event, he said: this action is prohibited by international law and must be addressed, this action is also contrary to freedom of expression.

Dr. Azmi Zareen Nazia, Professor of Persian Language and Literature at the University of Punjab in Lahore, Pakistan, another speaker of the program, also stated: sacred books have a special place among religions and disrespect towards these books is unacceptable anywhere.

She added: in response to the burning of the Quran in Sweden, the Pakistani people took to the streets and protested against the desecration of the Quran, the authors of such actions attempt to irritate Muslims, while they do not know that the peoples of the world are more eager to know what the Quran is and what is the content of what is being burned?

This Pakistani professor continued discussing the position of the Islamic revolution in the world and stated: the Islamic Revolution has revived the Quran and Islam, and if God wills, Iran will remain resolute in preserving the Islamic Revolution, the Quran, and the Sunnah.

Dr. Mohammad Vahid Binesh, President of Khatam-ul Nabieen University of Afghanistan, also stated at this event that respect for sacred books and the holy places of the prophets has been mentioned repeatedly in the Holy Quran: violence is not a way of life, the way of life is the means to seek peace, and peaceful coexistence requires respect for the beliefs of others.

He continued by explaining that insult is the work of an ignorant person and government and stated: terrorists operate in the name of freedom and justice, crimes cannot be committed in the name of freedom, and freedom means hearing the words of religions in a peaceful atmosphere, therefore it is our duty to do our best to make the world safe.

According to this report, at the conclusion of the international meeting "Review of the Jurisprudential and Legal Aspects of Insulting the Holy Quran from the Perspective of International Law", the joint declaration of the participants was prepared and read in Arabic by Hojjat al-Islam wal-Muslimin Dr. Seyed Mjtaba Sajjadi, Scientific Secretary of the Meeting and head of the Department of Scientific and International Cooperation of the Arab-African Region of CINVU. Additionally, a number of other participants from across the geography of the Islamic world expressed their opinions on the subject of the meeting.
